UNIVERSITY POLICY

SUBJECT: HEALTH AND SAFETY TITLE: ENVIRONMENTAL/OCCUPATIONAL 
HEALTH
CODING: 00-01-45-20:00 ADOPTED: 10/15/91 AMENDED: 04/01/97


I.        PURPOSE

To provide a healthy and safe learning and work environment for all UMDNJ faculty, staff and students.
II.      ACCOUNTABILITY
Under the direction of the President, the Vice President for Administration shall ensure compliance with this policy. The Director of Environmental and Occupational Health and Safety Services (EOHSS) shall implement this policy in conjunction with the Deans and Vice Presidents or their designees.
III.     POLICY
A.    Requirements:

        1.     The University is committed to providing a healthy and safe learning and
                work environment for its students, faculty and staff. The Department of
                EOHSS has been established to assist the University in fulfilling this
                commitment.

        2.     The Department of EOHSS develops, implements and administers
                UMDNJ's occupational health and safety programs, including, but not
                limited to:

                a.    NJ Worker and Community Right-to-Know (RTK) Compliance
 
                b.    PEOSHA Safety and Health Standards Compliance
 
                c.     Health and Safety Education

                d.     Industrial Hygiene Services

                e.     Hazardous Waste Management

                f.     Chemical Safety
 
                g.     Laboratory Safety
 
                h. Fire/Life Safety

        3.     To ensure that programs and policies are administered University-wide in
                a uniform and coordinated manner, the Department of EOHSS will work
                with the schools and units through their respective School/Unit Safety
                Committees (USCs) and collectively through the Campus Safety
                Committees (CSCs).

        4.     A School/Unit Safety Committee (USC) is comprised of peer level faculty
                and staff members who develop, implement and enforce health and safety
                policies and procedures within that school/unit. The USC will also address
                day to day safety concerns specific to the school/unit's operation and
                facilities. The chairs of each school/unit safety committee will serve on the
                Campus Safety Committees (CSCs).

        5.     Campus Safety Committees (CSCs) will be comprised of USC
                chairpersons (or school/unit designees) from each school/unit on the
                campus. The CSC is meant to serve as a forum for the schools, units, and
                University Administrators to share strategies and approaches for the
                implementation, enforcement and resolution of campus-wide health and
                safety issues. The CSCs will be chaired by the Director of EOHSS or a
                designee approved by all the schools/units on the campus.

B.     Responsibilities:

        1.    The Department of EOHSS is responsible for:

               a.    providing the schools and units with technical support and services to
                      minimize potential health risks to students and employees from
                      hazardous substances;

     b.    assisting the University in maintaining compliance with the
            associated laws and regulations;

     c.    developing and administering policies and procedures with
            participation from the campus communities to prevent, control,
            and manage occupational exposures from chemical, biological,
            and physical hazards;

    d.     establishing health and safety standards;
 
    e.     developing health and safety education curricula and training;

    f.      conducting workplace surveys and inspections; and

    g.      coordinating external reporting.

        2.   The CSCs are responsible for ensuring the development, implementation
               and maintenance of campus health and safety programs, associated policies
               and procedures and resolving related issues.

        3.   The USCs are responsible for developing, implementing and enforcing
              safety and health procedures and work practices for various hazardous
              substances within their unit and ensuring compliance with the related
              regulations on a school/unit level.
