To set policy on the establishment of chairs and other projects or programs endowed by the Hunterdon Health Fund.
II. ACCOUNTABILITY
Under the President, the Executive Vice President for Academic and Clinical Affairs is to ensure compliance with this policy. The Vice President for Academic Affairs is to implement this policy.
III. POLICY
A. Recognizing that endowed chairs provide permanent support which enables a University to retain or attract faculty of proven distinction, the Board of Trustees has decided that chairs endowed by the income from the Hunterdon Health Fund will be established at the University of Medicine and Dentistry of New Jersey under the following guidelines:
1. Amount: At no time will the Fund's principal be used to establish chairs. Rather each chair shall be established with $1.5 million to be derived from the income of the Fund. The income from the $1.5 million set aside for the chair shall go toward the salary of each chair's occupant.
2. Disciplines and Location of Chairs: The chairs will be established in disciplines in keeping with the original intent of the Fund: areas related to community health, primary medical care, healthcare delivery, and education of health professionals. Further, special emphasis will continue to be placed on Central New Jersey; however, UMDNJ Schools located in other areas of New Jersey will not be excluded from establishing chairs. Location of new chairs at the Schools of the University shall be determined under the procedure described below.
3. Occupants of Chairs: The individual appointed to the chair may be an existing faculty member or may be recruited from outside the University. The appointment shall be recommended by the Dean of the School and approved by the UniversityBoard of Trustees. If the occupant is recruited from outside the University, his/her appointment will be reviewed and processed according to established faculty appointment guidelines.
4. Names of Chairs: Chairs endowed by the Hunterdon Health Fund shall be called "UMDNJ Endowed Professorship of ( Discipline) at ( Name of School)."
5. Distribution of Income Earned by the Hunterdon Health Fund: All income earned by the Fund shall be placed into a separate account until $1.5 million has accumulated in this account, whereupon the funds shall be transferred to an account at the School receiving the next endowment.
6. Procedure for the Establishment of a Chair: The Deans’ Committee and the Executive Vice President for Academic and Clinical Affairs shall establish guidelines and procedures for determining recommendations to the Board of Trustees for each new endowed chair. The Deans of Schools that did not receive a Hunterdon Health Fund endowment in the previous two cycles may present proposals outlining the discipline, program and budget for the next endowed chair to the Executive Vice President for Academic and Clinical Affairs and an advisory committee composed of non-competing Deans. The Executive Vice President for Academic and Clinical Affairsshall forward his/her recommendation to the Finance Committee of the University Board of Trustees for review, recommendation and transmittal to the full Board of Trustees for final action at a regularly scheduled meeting.
7. Reports: Upon request by the Executive Vice President for Academic and Clinical Affairs, the occupants of the Hunterdon Health Fund-endowed chairs shall submit reports on their activities and accomplishments forthe Board of Trustees.
8. Publications: All occupants of Hunterdon Health Fund-endowed chairs shall be known as and shall sign all correspondence similar to the following example: "Dr. , UMDNJ Endowed Professor of (Discipline) at (Name of School)." All publications resulting from chairs supported by the Hunterdon Health Fund shall clearly identify the Hunterdon Health Fund as the sponsoring agent.
9. Patents: In the event patentable inventions result from chairs supported by the Hunterdon Health Fund, notice of such inventions must be included in the periodicreports. Patents will be governed by University patent policies applicable to inventions resulting from activities supported with funds of the University.
B. Because the Graduate School of Biomedical Sciences, School of Health Related Professions and School of Nursing are less likely to benefit from traditionally endowed chairs, innovative projects or programs involving collaborations among these schools may be endowed by the income from the Hunterdon Health Fund and may be established under procedures similar to those for endowed chairs described above.
