College History

The State of New Jersey had no facilities for medical and dental education until 1954 when the Seton Hall College of Medicine and Dentistry was established under the auspices of the Roman Catholic Archdiocese of Newark. The College was incorporated on August 6, 1954 as a legal entity separate from Seton Hall University but with an interlocking Board of Trustees. In September 1955 remodeling construction was begun in two buildings of the Jersey City Medical Center to house the teaching and clinical facilities of the College. The first class of 80 students was admitted to the four-year M.D. program in September 1956. From the first graduating class in 1960 through 1964, the College awarded the M.D. degree to a total of 348 individuals. There were 36 dental graduates in the first class of 1960; by 1963 the total reached 139. The College expanded its program in 1961 when the State Board of Education chartered the Graduate School of Biomedical Science. The first candidates for the M.S. and Ph.D. degree entered in 1962.

Early in 1961, it became apparent that the Archdiocese of Newark, alone, could not support the College's financial deficit. The deficit continued to grow and threatened to force the institution to close. In April 1964, Governor Hughes and leaders of the Senate and General Assembly appointed a fact-finding committee to determine the feasibility of the State operating the Seton Hall College of Medicine and Dentistry. On July 28, 1964, the committee recommended that the State purchase for $4 million the assets of the Seton Hall College of Medicine and Dentistry, and continue its operation under state control. The action was consummated on May 3, 1965 and the institution's name was officially changed to the New Jersey College of Medicine and Dentistry. The Governor named a seven-member Board of Trustees, with appointments terminating on July 1, 1970 prior to which time the organization of the College was to be reviewed.

The first year of State operation of the College was concerned with the basic question of survival. In the later stages of the Seton Hall Administration, the school had been placed on confidential probation by the accrediting agency. Early in June 1966, the accrediting agency threatened to place the College on open probation, which would have meant an end to recruitment of competent faculty and qualified students. Efforts by Governor Hughes, Board Chairman George F. Smith and then President-elect Robert R. Cadmus averted the threatened action. A series of concomitant problems appeared such as: loss of faculty, an air of frustration and defeat, lack of clinical resources for the third and fourth year medical students, and inadequacies in both facilities and the academic environment in Jersey City. As time passed, each of the major problems was resolved and the College was fully accredited.

In November 1966, a Public Hearing was held in Trenton concerning the location of a permanent site for the College. In December 1966, the Trustees decided to locate in the City of Newark. The decision was based on the fact that in Newark there were not only educational opportunities and unmet health needs but also the building and operation of the College would materially help rejuvenate a blighted urban community.

On January 10, 1968, the Under Secretaries of the U.S. Department of Housing and Urban Development and Health Education and Welfare in an unprecedented letter, stipulated a detailed series of requirements which the State and the College would have to meet if the New Jersey College of Medicine and Dentistry was to receive federal support. In the winter of 1968, Chancellor of Higher Education Ralph A. Dungan, at the direction of the Governor, convened a series of meetings involving all sectors of the community, the local, State and Federal governments, a variety of health agencies and the College. They agreed to a comprehensive program of action, ranging from health care to minority employment in the construction and operation of the College. The College had already applied for Federal funds for its permanent facilities, which had been under planning and architectural development since 1967. On June 10,1969 the award of more than $35 million was announced in Washington; this was the largest single construction grant ever made to an institution.

The New Jersey College of Medicine and Dentistry had used the Newark City Hospital as a training facility for several departments during 1966 and 1967. On July 1, 1968, the College purchased the Newark City Hospital, the Nursing School, and the 7.5 acres of land on which it was located. The name of the hospital was changed to Harrison S. Martland Medical Center and it became the College's principle clinical teaching facility.

It had become apparent that the crowded facilities in Jersey City would not serve the remaining academic programs or the administrative staffs needed to operate the institution until the completion of the permanent facilities. Accordingly, it was decided that Interim facilities should be built adjacent to the Permanent facilities. The construction of the prefabricated Interim buildings started in June 1968 and they were completed and occupied during the 1969-1970 academic year. The Dental School however, remained in the Jersey City Medical Center and additional temporary trailer and office space was located on the grounds of the Veterans Administration Hospital in East Orange.

The Rutgers Medical School was founded in 1962 as part of the State University. On June 16, 1970, Governor Cahill signed the Medical and Dental Education Act of 1970, which established the College of Medicine and Dentistry of New Jersey (CMDNJ) by combining Rutgers Medical School and the New Jersey College of Medicine and Dentistry into a single entity. Governor Cahill appointed a Board of Trustees and the members were sworn in at the Governor's office on June 26, 1970.

Scope and Content Note

The records of the CMDNJ-Office of Planning and Development span the years 1960-1979, with the bulk of the material dating from 1970-1977.

The overall strengths of the collection are in the area of construction of the Piscataway and Newark campuses, development of community programs (statewide), grants and other fund raising activities and the correspondence of the various directors and vice presidents of the Office of Planning and Development.

The documents in sub series A-H were the first to be received in a continuing transferal of records to the Archives from the Office of Planning and Development. The documents were transferred by Dr. Norman Smith, Vice President for Planning and Development, and occupy 25 linear feet. New material will be processed as additional sub series to series RG/C-6 and their container listings will be placed in the finding aid as addendums.

The sub series in this collection were developed by grouping the documents together according to their original container titles in which they were transferred to the Archives. The arrangement of the folders within the sub series is alphabetical according to their original titles; researchers should refer to the individual sub series descriptions for notes on provenance. Occasionally the original folder titles were altered slightly to clarify their meaning and/or arrangement in the sub series. In particular, the folders dealing with Rutgers Medical School (RMS), Martland Hospital Unit (MHU) and Newark Teaching Hospital (NTH), which was actually Newark City Hospital, had their titles altered, where necessary, to facilitate the grouping of folders into more orderly and accessible units.

Researchers should note that material on the same topic might be located in several different sub series; examples are RMS, NTH, MHU and the Hunterdon Health Foundation.
