Organizational History

On May 4, 1970 the Medical and Dental Act of 1970 was introduced into the New Jersey Assembly and signed into law on June 16. The Act established the College of Medicine and Dentistry of New Jersey (CMDNJ), combining the former New Jersey College of Medicine & Dentistry (NJCMD), which had moved from Jersey City Medical Center to Newark in 1967-1968, and the Rutgers Medical School (RMS) in New Brunswick. A unified board of trustees governed the new College. The NJCMD was established in 1965 by an act of the New Jersey Legislature when the state of New Jersey acquired the private Seton Hall (University) College of Medicine & Dentistry, founded in 1954. The RMS was originally chartered in 1962 as a two-year medical school, expanding to four-years in 1972. On July 1, 1986, RMS formally changed its name to Robert Wood Johnson Medical School.

At the time of its establishment, the CMDNJ consisted of four schools: Graduate School of Biomedical Sciences, New Jersey Dental School, New Jersey Medical School, and the Rutgers Medical School.

Following the merger, the CMDNJ expanded to include two additional schools: School of Osteopathic Medicine (1975) in Stratford and the School of Allied Health (1976), now known as School of Health Related Professions.

During the 1970s, the College campuses included Newark, New Brunswick, Stratford, and, in 1980, Camden, where RMS established a second medical school program. On December 10, 1981, another act by the New Jersey Legislature established the CMDNJ as the University of Medicine & Dentistry of New Jersey.

Stanley S. Bergen, Jr., MD, served as the first president of the CMDNJ, from his appointment on July 1, 1971 until his retirement on June 30, 1994.

Scope & Content Note

The records of the CMDNJ-Executive Vice President were generated by Charles Vevier, PhD (1924-1995) who from 1971 to 1983 was in charge of faculty and academic affairs at CMDNJ/UMDNJ. Dr. Vevier oversaw recruitment, appointment review, promotions, tenure, and retention of faculty. He also served as the acting dean of the New Jersey Dental School and acting vice-president for personnel. Dr. Vevier represented CMDNJ in the Council for Higher Education in Newark (CHEN) and participated in work that led to the New Jersey Health Professions Education Master Plan, both activities being represented in the records. Dr. Vevier was a professor in the New Jersey Medical School-Department of Psychiatry.

Dr. Vevier was a historian by training and president of Adelphi University when Dr. Stanley Bergen, Jr. recruited him to the CMDNJ and to whom he reported. Dr. Vevier was the only administrator to serve as CMDNJ-Executive Vice President.

The records of the Office of Executive Vice President date from 1967 to 1983, with the bulk of the records dating to the early to mid-1970s.

Provenance: Charles Vevier, PhD, CMDNJ-Executive Vice President, transferred records to Special Collections in 1982, and addendum on October 9, 1984.
The records are open for research without restrictions under the conditions of the Archives' access policy.

Series A: Council on Higher Education in Newark (CHEN)

Contents of the series were developed from two transfiles titled as above. The material was arranged in alphabetical order by original folder title. The provenance was retained with slight corrections. Types of materials contained in the series include reports, correspondence, memoranda, blue prints, and newspaper clippings. Inclusive dates are 1970-1976 with the bulk of the material dating from 1971-1975.

Series B: Photographs

The contents of the series were developed from photographs removed from processed series or independently accessioned photographs. Their location in the series is noted on the photographs and in the series of origin. Photographs arranged chronologically according to series of origin locater number.

Series C: Allied Health Professions

Contents of the series were developed from two transfiles titled Allied Health I and Allied Health II. The material lacked provenance, control was established by arranging the material in alphabetical order by original folder title. Types of material contained in the series include studies, correspondence and memoranda, reports, brochures and pamphlets. Inclusive dates are 1967-1979 with the bulk of the material dating from 1971-1977.

Series D: Chronological Files

Contents of the series were developed from a transfile received in the Archives on February 3, 1983 from the Office of the Executive Vice President. Provenance was good and only minor changes were made. Material contained in the series consists mainly of correspondence and memoranda from the Executive Vice President's Office dealing with various official functions and duties of the office. Inclusive dates are July 1971-December 1975.

Series E: Health Professions Education Master Plan

Series contents were developed from two transfiles containing material dealing with CMDNJ's role in the development of the Health Professions Education Master Plan as part of the New Jersey Master Plan for Higher Education. The series is divided into 5 sub series reflecting the types of materials found in the transfiles. There was a lack of a clear overall provenance. Control over the material was established by arranging the sub series in alphabetical order. Inclusive dates are 1970-1979 with the bulk of the material dating from 1971-1976.

RG/C-7-E-4. Reports-Institute of Public Health Proposal: Two reports outlining the proposed development of an Institute of Public Health in conjunction with Rutgers University-Newark. The sub series also contains supporting documents.

RG/C-7-E-3. Reports-Higher Education in New Jersey: Reports, studies and supporting documents dealing with the New Jersey Master Plan for Higher Education. Material arranged alphabetically by report title.

Series F Kean College

Series contents were developed from two folders. Material deals with planning programs in health education that requires the interaction of CMDNJ with Kean College and Rutgers University-Newark. The material lacked provenance. Control was established by arranging the material in alphabetical order according to original folder titles. Types of documents contained in the series include reports and correspondence. Series dates are 1980-1981.

Series G Faculty Resource Study/Lewin and Associates, Inc.

Series is composed of material transferred to the Archives from the Office of the Executive Vice President. There was a lack of provenance. Dividing the material into six sub series developed control of the material. Material concerns the evaluation of the school's faculty use of time in teaching. Lewin and Associates, members of the CMDNJ Central Administration, and faculty of the schools for the Department of Higher Education and CMDNJ, conducted the study. Inclusive and bulk dates are ca. 1974-1977. Segments of the series are arranged in alphabetical order.

RG/C-7-G-1. Correspondence and Memoranda: Developed from several folders, the material deals with the development of the study from 1974-1977, with the bulk dates 1975-1976. Material is arranged in chronological order.

RG/C-7-G-2. Credentials: A copy of the credentials of Lewin and Associates Inc, including resumes of key personnel and relevant experience of the company. Ca. 1974

RG/C-7-G-3. Faculty Resource Planning Model: Sub series consists of two documents 1) the Faculty Resource Planning Model Second Draft, a 237 page document, dated May 14, 1976 and 2) excerpts, apparently from an undated draft.

RG/C-7-G-4. Information and Statistical Data Forms: Sub series contains various forms used in the gathering of information and statistical data for the Faculty Resource Study. Arranged chronologically, 1975-1977.

RG/C-7-G-5. Workbook, Administrative Services: Sub series contains a handbook designed to guide and assist participation in the Faculty Resource Study, ca. 1976.

RG/C-7-G-6. Miscellaneous.

Series H Statewide Task Force for Higher Education

Series is composed of material transferred to the Archives from the Office of the Executive Vice President. The Task Force originated from a June 16, 1978 call for the preparation of a new Statewide Plan for Higher Education issued by the State Board of Higher Education. The overall provenance of the material was good and was retained with only slight corrections to its chronological order. The series was divided into two sub series: the first contains general information on the Task Force, and the second, the various committee and subcommittee reports. Inclusive dates are 1977-1979.

RG/C-7-H. Task Force Committee Reports: Contains reports of 17 of the Task Force's committees and subcommittees. The most extensive reports are those compiled by Task Force #2d Non-Traditional Education and #6 Improving Education to Urban Areas. Material arranged in chronological order by Task Force number, 1977-1979.

Series I Deans Committee

Series contents were developed from material transferred to the Archives from the Office of the Executive Vice President. Material consists of agendas, memoranda, correspondence, and clippings dealing with the CMDNJ's Deans Committee. On August 8 and 9, 1979, a Dean's Retreat was held and the material for it is placed in the last folder of the series. Series is arranged in chronological order. Inclusive dates are 1974-1979.

Series K College-Wide Bylaw & Miscellaneous Records

Series consists of two sub series.

RG/C-7-K. Committee on College-Wide Bylaws: Sub series were generated by Dr. Vevier and document the development of the College-wide bylaws of CMDNJ. The records consist of drafts of bylaws, critiques of various drafts, memoranda, correspondence, and other documents. Collectively, the files record the long process by which the Committee on College-Wide Bylaws began its work, secured information, developed guidelines, invited input from the various divisions of the College, evaluated proposals, resolved problems, and, in the end, emerged with a workable document. Inclusive dates are 1971-1977, 1980. Arrangement unknown. No container listing (Box 21?).

RG/C-7-K-1. Miscellaneous Records: Sub series consists of miscellaneous records including medical education databases, information on health care and medical research goals, Summer Student Research Programs, Martland Hospital Alcoholism Program, financial statements, Cancer Research Center, and other records of Dr. Vevier including undated lectures on Metropolitan University and the revolution in educational technology. Inclusive dates are 1972-1983. Arrangement unknown. No container listing (Box 22?).
