                     Utilization of Temporary Personnel

PURPOSE: To set policy regarding the utilization of temporary personnel within the University.

RESPONSIBILITY: The Vice President for Human Resources is to ensure compliance with this policy.

POLICY:

It is each department's responsibility to ensure that it is adequately staffed and there may be occasions when it is necessary to hire temporary personnel to fill vacancies for the following reasons:

To meet this need, the University contracts with multiple temporary personnel vendors. Departments may review the UMDNJ Purchasing Services website for a listing of authorized temporary personnel vendors at http://www.umdnj.edu/purchweb/employees/contract_information.htm. Departments must obtain temporary personnel by contacting its assigned Human Resources Generalist. Temporary personnel must be contracted through an authorized University vendor or the normal recruitment process.

PROCEDURE:

  1. Departments requesting temporary personnel through an agency must submit a completed, budget-approved Request for Agency Temporary Personnel form to the assigned Human Resources Generalist. Departments requesting non-agency temporary personnel must submit to Human Resources a completed, budget approved Staff Position Transaction Form.
  2. All agency contract employees must be screened in the same manner as regular employees. Background checks, i.e., criminal, licensure verification, academic credentials and references, as deemed appropriate, must be completed.
  3. Temporary employment services have been awarded through public bidding—it is imperative that all departments first contact the Department of Human Resources which will initiate contact with approved agencies.
  4. Requests for payment to the temporary employment agencies will not be honored if the Department has not followed these guidelines. Violations of this policy will be reported to the appropriate Dean or Vice President.
