Special Open Enrollment Information for the New SHBP Medical Plans (January 28, 2008 through February 15, 2008)

Details
The Human Resources Benefits Office will hold a Special Open Enrollment for the New SHBP Medical Plans during January 28, 2008, through February 15, 2008. This is to advise active medical plan participants of the plan changes that will be effective April 1, 2008.
The Traditional, NJ PLUS and three of the HMO Plans; AmeriHealth, Health Net and Oxford will no longer be available.
Two (2) types of medical plans are being offered under the State Health Benefits Program (SHBP). They are Preferred Provider Organizations (PPO) named NJ DIRECT10 (for retirees only) and NJ DIRECT15 and Health Maintenance Organizations (HMO) that consist of Aetna HMO and CIGNA Healthcare.
The PPO is similar in design to the current NJ PLUS plan that provides in-network and out-of-network medical care. However, it will be available on a nationwide basis, you will not be required to choose a primary care physician and you do not need a referral for in-network services.
Effective April 1, 2008, affected employees will be automatically assigned to a new SHBP health plan as follows:
- Employees enrolled in the Traditional Plan or NJ PLUS will be automatically assigned to NJ DIRECT15. They will be given the option to transfer to either Aetna HMO or CIGNA Healthcare.
- Employees enrolled in Aetna HMO or CIGNA Healthcare will remain in the HMO in which they are currently enrolled. They will also be given the option to change medical plans; members can either transfer to NJ DIRECT15 or the other HMO. (REVISED)
- All employees enrolled in AmeriHealth, Health Net or Oxford must choose another health plan or they will automatically be assigned to NJ DIRECT15. They will be given the option to transfer to either Aetna HMO or CIGNA Healthcare.
- All retired members in the Traditional Plan will be automatically assigned to NJ DIRECT10.
- State retiree's who attain 25 years of service credit or retired on a disability retirement after July 1, 2007, are not eligible for NJ DIRECT10 and will be automatically transferred to NJ DIRECT15.
Plan Highlights
- NJ DIRECT10 - $10 Co-pay (retirees only), no Primary Care Physician or referrals - 80% out-of-network.
- NJ DIRECT15 - $15 Co-pay, no Primary Care Physician or referrals – visits in-network no deductible, 70%
out-of-network, with an annual deductible of $100 per person for single coverage or for member/spouse, member/partner or parent/child and $250 for family coverage (more than two individuals).
- Aetna HMO & CIGNA Healthcare - $10 Co-pay (retirees only) – referrals required.
- Aetna HMO & CIGNA Healthcare - $15 Co-pay (active employees) – referrals required.
Please note that during this Special Open Enrollment, you will not be able to add dependents, change coverage levels or make changes to your dental or prescription drug plans. Also, it is important that you take the time to review all of the available information.
