Announcement - Year 3 Premium Share Phase In for
Health Plan Premiums
On June 28, 2011, the New Jersey Division of Pensions and Benefits enacted
legislation which mandated increases to the cost of health insurance benefits
and employee pension contributions for state employees which included employees
of the University of Medicine and Dentistry of New Jersey.
Health Insurance Benefits: Non-Union Employees and Union Represented
Employees Who Commenced Year 1 Phase-In in October 2011
Effective July 1, 2013,
employees covered under the SHBP will contribute the greater of 1.5% of salary
or a percentage of the premium associated with their healthcare coverage based
on the Year 3 Premium Share Phase-In Schedule. This will take effect in the July 19, 2013
pay check (pay cycle 15) for all non-union employees and union represented
employees who were under the Year 2 Phase-In as of July 1, 2012.
The premium associated with an employee’s healthcare coverage is determined
by the employee’s plan selection (PPO, HMO or High Deductible (HD) Plan) and level
of coverage (Single, Husband/Wife, Family, etc.) and the employee's salary
level.
Union Represented Employees with Active Contracts that expired in 2012
OPIEU Local 153 (Security Officers & Dispatchers) will pay the costs
associated with Year 2 Phase-In in July 2013.
CIR (Interns and Residents), IAEP Local 200 (EMS Supervisors) will pay
the costs associated with Year 2 Premium Share Phase-In in November 2013.
HPAE Local 5135 – (UCHC Medical Services Division Registered Nurses) will
begin their Year 3 Premium Share Phase-In
in October 2013.

Public Employees’ Retirement System (PERS)
Contribution Rate Increase
Effective in the paycheck of July 5, 2013, the PERS
contribution rate increases from 6.64% to 6.78% of pensionable salary.
July
2013 marks the third rate increase under the provisions of Chapter 78,
P.L. 2011, which calls for
PERS employee pension contribution rates to increase over 7 years until the
total pension contribution rate is 7.5% of salary as of July 2018. The fourth
contribution rate increase to 6.92% will be effective July 2014
The increase in the contribution rate increases the
minimum repayment amount for pension loans as well as the cost for a purchase
of service credit if certified, after the increase contribution becomes
effective.

Member Benefits Online System (MBOS) Requirement of Designation of Beneficiary
Effective February 1, 2013, Designation of Beneficiary for the Public Employees Retirement System (PERS) and Police and Firemen’s System (PFRS) must be submitted online using the
Designation of Beneficiary Application on the Member Benefits Online System (MBOS).
MBOS is a set of applications that allow registered members access to their pension account information over the Internet.
- MBOS provides you with a secure, fast, and efficient method to verify, update,
or change your beneficiary information.
- With MBOS you receive immediate confirmation on screen and by follow-up
e-mail that a change to your Designation of Beneficiary has been received.
- If you are currently a registered MBOS user, you already have access to the
online Designation of Beneficiary application through your MBOS account.
- If you are new to MBOS you can access MBOS after you register with both MBOS and the MyNewJersey Web site. Registration is free at:
www.state.nj.us/treasury/pensions/mbosregister.shtml . Registration requires
several steps — new users should read and carefully follow the
MBOS
Registration Instructions.
Please note that as of February 1, 2013, paper Designation of Beneficiary forms
will
no longer be accepted by the Division — except in the following situations:
- Certain “Special Provisions” may still require a paper form. These include
designations to a trust, organization, charity, or corporation; a formal or informal
trust; through a power of attorney; by court order; or for an unequal distribution of
a fixed percentage or definite dollar amount. Instructions for obtaining the correct
forms are provided in MBOS when accessing the Designation of Beneficiary
online application.

TransitChek Announces Mass Transit and Pre-Tax Parking Benefit Limits Increase for 2013 (01/23/13)
Attention Transit Center Participants:
TransitChek has announced that the American Taxpayer Relief Act of 2012 has been signed into law allowing the monthly pre-tax mass transit benefit cap to be increased from $125 to $245. The monthly pre-tax commuter parking benefit cap has also increased from $240 to $245.
Participants who wish to increase their monthly pre-tax mass transit or parking benefit can do so online at
https://tams.transitchek.com/login.aspx by January 31, 2013 for their
March 2013 benefit.
Any changes made by January 31, 2013 will be reflected on the February 15, 2013 pay check.
Employees currently enrolled in the paper vouchers will begin receiving a new voucher that has a different look beginning with their February 2013 benefit.
The new TransitChek Vouchers will work the same as before and continue to be accepted wherever they have previously been accepted. Any existing vouchers will continue to work through the expiration date printed on each voucher.

Subject: 2013 Tax Deferral Limits
The Internal Revenue Service (IRS) has released the Annual
Tax Deferral Limits for 2013.
Eligible employees may
contribute on a pre-tax basis voluntary contributions in addition to their
mandatory employee pension contribution. There is no University match for the
employee voluntary contribution.
These plans are:

Current participants may increase their contribution and
limit for the 403(b) contributions by completing a new
Salary Reduction Allocation Agreement Form and submitting the form to their
Campus Benefits Services Office by December 17, 2012 to be effective in the
January 4, 2013 paycheck. Employees interested in participating should contact
one of the State approved Investment Providers directly.
Current participants in the NJ State Employee’s Deferred
Compensation Plan may submit in writing a request to increase their annual limit
to their Campus Benefits Services Office. Employees who wish to change their
biweekly contribution or anyone interested in participating should contact your
campus Prudential Financial representative.

Important information regarding the State Health Benefits Program Prescription Drug Plan (10/16/12)
The State Health Benefits Program (SHBP) has announced that Medco Health
Solutions, Inc., the prescription drug administrator for the State Health
Benefits Program (SHBP) has merged with Express Scripts, Inc.
Medco
began the transition process to the Express Scripts name on September 1, 2012.
Until the process is complete, SHBP members may see the name of either
company on communications and on the Internet. However, there will be no changes
to your SHBP prescription drug coverage as a result of the merger.
SHBP
members should continue to refill prescriptions using their current prescription
drug ID card, refill order forms, the
www.medco.com website, or
using the toll-free member services telephone number (1-866-220-6512).

Long Term Care Participants (10/16/12)
The Prudential Insurance Company of America (Prudential) announced that effective August 1, 2012 they have discontinued sales of group long-term care insurance products — including the State of New Jersey Long Term Care Plan.
Terms and conditions of coverage provided under existing long-term care insurance policies will not change. This coverage is guaranteed renewable: as long as premiums are paid on time and benefits are not exhausted, coverage will remain in place. Although, premiums may change on a class basis, subject to regulatory review.
