Fact Sheet on the NJ-CCCP

History and Description of the Task Force on Cancer Prevention, Early Detection and Treatment in New Jersey

The OCCP interacts with many entities within the state government as well as entities separate from the NJDHSS (i.e. ACS, UMDNJ, and Battelle Centers for Public Health Research and Evaluation). The OCCP is the main clearinghouse and receptacle for data that is collected for various aspects and stages of the NJ-CCCP. The OCCP received Capacity and Needs Assessment (C/NA) data from the County Evaluators for the NJ-CCCP. The office also receives morbidity and mortality cancer statistics from the New Jersey State Cancer Registry. The UMDNJ-NJMS Evaluation Team also reports their findings directly to the OCCP and Peg Knight. Workgroups (one for each cancer site targeted in the plan that did background research and strategy formulation for each cancer and one for each of the over-arching issues) also report their findings on the progress made in their designated area to OCCP (i.e. the lung cancer work group may report/track in/decreases in smoking by teens). Data are then reported to the Task Force by OCCP for the biennial progress reports that then submitted to the Governor. OCCP also interacts with the State NJCEED Office and ACS although no formal data exchange is required.

Since this office has been charged with administering the New Jersey Comprehensive Cancer Control Plan (NJ-CCCP) many different entities report to its Executive Director, Peg Knight, RN, M.Ed. The following groups report (or have reported) to the OCCP: the County Evaluators, UMDNJ-School of Public Health County Evaluators' training team, UMDNJ-NJMS Evaluation Team, Task Force Work Groups, Battelle Centers for Public Health Research and Evaluation and the Cancer Registry. The OCCP must then report to the Task Force, which has been charged with monitoring the implementation and progress of the CCCP. The Task Force, in exchange, provides feedback to the OCCP.

The Evaluation Team collects information on nearly every aspect of the Plan and uses that in its task to evaluate the implementation process, monitor progress and record results for accountability purposes, and also to identify problems and facilitate ongoing program improvement (p. 268 of the NJ-CCCP). The UMDNJ-SPH training team for the County Evaluators, who conducted the C/NA, reported their training plans to the Evaluation Team. In addition, those County Evaluators that conducted the C/NA reported their methods and interim results on an ongoing basis and then their findings, when completed (in June 2004), to the Evaluation Team. The Evaluation Team reported their objective observations and suggestions directly to Peg Knight and the Task Force. Battelle also worked closely with the Evaluation Team to ensure the database for tracking the progress of the plan was effectively set up and utilized. Workgroups are briefed by the Evaluation Team on how best to work with the database Battelle has developed. The Team also periodically checks in with the Workgroups.

CE/CCCP

As part of the Implementation Process of the NJ-CCCP, County Evaluators for the NJ-CCCP were hired to conduct Capacity and Needs Assessments (C/NA's) and evaluations of all aspects of cancer prevention, detection and treatment in their respective counties.

The C/NA's provide information on the best approach to implementing the NJ-CCCP, help keep the implementation process on target, and provide both baseline (and over time) follow-up information for evaluation purposes including gap analysis.

Information was gathered by these evaluators through multiple sources including but not limited to the American Cancer Society (already conducting their own C/NA), the New Jersey State Cancer Registry and the Task Force Workgroups.

Education and training regarding conducting the C/NA was provided to the County Evaluators for the NJ-CCCP by UMDNJ - School of Public Health. Dr. Marcia Sass conducted six day-long programs for training in basic skills and applying standardized methodology. The full-day training sessions were held from May 14 to June 9, 2003, with twelve half-day follow-up sessions from June 25, 2003 to June 23, 2004.

The Evaluation Committee (Dr. Weiss) also provided guidance to the County Evaluators in a collaborative way. The County Evaluators ultimately reported all of their findings directly to the OCCP and Peg Knight who have synthesized these reports and relayed them to Dr. Weiss and to the Task Force.

The data reported to the OCCP needed to go beyond information on resources available in the community. County evaluators needed to critically assess their county/city regarding not only what cancer resources they do have, but what they do not have and what are the areas of greatest need/urgency. They also conducted gap analyses and provided local recommendations. County Evaluators needed to be conducting a highly sophisticated C/NA and had to be aware of issues specific to their local community, including both problems previously identified by the New Jersey State Cancer Registry or research studies (e.g. bladder cancer in Salem, and to a lesser extent other counties.*1) Evaluators were required to do a literature search and then comprehensively summarize previously identified cancer problems in their county (beyond simply the eight cancers designated in the NJ-CCCP), when the problem was identified, what has been done subsequently in terms of prevention, detection, and treatment. Resources can be explored on the web sites below, provided on the New Jersey Department of Health and Senior Services web site. County Evaluators also needed to assess trends over time taking into account any known latency issues (using appropriate epidemiological and biostatistical methodologies).

1) ESSEX COUNTY CANCER COALITION
Based on the Essex County C/NA, the Essex County Cancer Coalition implements comprehensive cancer control in Essex County.

ESSEX CEED PROGRAMS
There are two CEED programs in Essex County:

  • S.A.V.E. based at UMDNJ-University Hospital, and
  • "In the Pink," based at St. Michael's Medical Center (and formerly at East Orange General Hospital).
They have joined together to collaborate on some ventures with periodic joint meetings. Much more detailed information can be obtained through the above web hyperlink.

2) CUMBERLAND CEED PROGRAMS
Screenings, Community Education and Support Groups. Ms. Melanie Pirollo PirolloM@sjhs.com is the Regional Cancer Center director for the South Jersey Regional Cancer Center and the CEED Coordinator for the Cumberland program. "Although our cancer center is best known for providing cancer treatment, we believe our responsibility to the community goes well beyond this important service. Through community education, support groups and early detection our goal is to lessen the impact of cancer in our region. Throughout the year, we offer free screenings with the goal of catching cancer early when it is most treatable. Many cancers have a greater than 90% cure rate when caught early. Our screening programs also include an educational component designed to help you become more aware of what can be done to reduce your risk or to promote early detection." The training team was responsible for educating the County Evaluators (CE's) in the performance of the county capacity and needs assessments (C/NA's). It ran training sessions for the CE's from May 2003 to June 2004 addressing such matters as: activities and resources of such organizations as the workgroups and standing committees of the Task Force, the American Cancer Society, and other governmental and community-based entities; sources for and proper use of demographic and epidemiologic data; and use of software for analyzing data and writing the C/NA's.

As previously mentioned, the Cancer Task Force reports biennially to the Governor on the progress of the Comprehensive Cancer Control Plan with information provided to them from OCCP, the Workgroups and the Evaluation Committee on implementation of the Plan.

The Task Force's main role was in the development phase of the plan; now their task is to carefully monitor implementation and produce biennial reports to the Office of the Governor. The Task Force produces their reports not only from information provided to them by the OCCP but also with independent and objective evaluation observations provided by the Evaluation Committee and Stanley H. Weiss, MD and from the work-groups.

A major task of the Workgroups was accomplished with the creation of the NJ-CCCP - individual workgroups, comprised of experts in their fields, worked on each of the chapters in the book (e.g. Lung, Childhood, Colorectal Cancers.) Workgroups continued their work by collaborating with the County Evaluators (CEs) for the NJ-CCCP to identify cancer resources throughout the state for their respective specific cancer sites. Information on how to contact each Workgroup was provided to CEs. Workgroups are also encouraged to make contacts with other workgroups in areas relevant to their cancer site (i.e. Breast Cancer might want to work with the Advocacy or Access and Resources Workgroups.) The Workgroups are also required to provide the OCCP and Task Force with updates on the progress made in their area of the plan.

Battelle Centers for Public Health Research and Evaluation


Battelle developed an electronic database that each Workgroup uses under the direction of the Workgroup chair or appointee to report their progress to the OCCP. Battelle also worked closely with the OCCP at building an indexing/cross-indexing of the NJ-CCCP according to key parameters.

New Jersey Local Information Network and Communications System (NJ LINCS)

Local Health Officers


NJ LINCS is a system of public health professionals and electronic public health information that enhances the identification and containment of diseases and hazardous conditions that threaten the public's health. Built on personal computer and Internet technologies, LINCS is a network of twenty-four strategically positioned local health departments located throughout the state, the New Jersey Department of Health and Senior Services, all other local health departments and public/private organizations working at the community level to protect the public's health. This system is available to the County Evaluators and the OCCP as an additional resource.

The New Jersey Health Officers Association is a private non-profit association of public health and allied health professionals. Local Health Officers were also available to County Evaluators in their community as a guide to resources in their county or city.

American Cancer Society


The American Cancer Society is concerned with disparity issues. Some key issues are nicely summarized by David C. Momrow, M.P.H. (the Senior Vice President of Cancer Control of the American Cancer Society Eastern Division ) in a PowerPoint presentation dated January 21, 2004 entitled Diversity and Cancer.


Every year each ACS regional office conducts a capacity needs assessment (C/NA) to help map out their strategic plan for the following year. To help each office in this complicated and detailed data gathering process, central ACS, with the help of a software development company, has developed a program that helps in that process - ETool.

ETool provides a step-by-step approach to creating a community assessment for cancer control. This tool may also be used to look up demographic, cancer incidence, and cancer mortality information for your county or other counties. With ETool, ACS is able to develop reports of the community's gaps and opportunities in cancer control, for the selected cancer sites it has set as priorities.

ACS is in the preliminary stages of developing a working relationship with the NJDHSS to make the final reports that E-Tool develops available to the new County Evaluators and allow for the exchange of resource information between these evaluators and the ACS regional staff conducting their own C/NA. Although ACS is not officially a part of the NJ-CCCP, it did announce its commitment to using the NJ-CCCP as its roadmap in future cancer planning. Thus, we can anticipate a fair amount of data sharing, information transfer, and collaboration between ACS and many of the other groups, besides the County Evaluators, involved in the CCCP.

The Office of the Governor oversees the Department of Health and Senior Services (NJDHSS) - which has three separate offices involved in the Comprehensive Cancer Control Plan (NJ-CCCP): the New Jersey State Cancer Registry, the State NJCEED Office, and the Office of Cancer Control and Prevention (OCCP). The Office of the Governor has proposed funding to the Cancer Institute of New Jersey (CINJ). The Task Force on Cancer Prevention, Early Detection and Treatment in New Jersey, an independent committee separate from the OCCP, is mandated by Executive Order to submit biennial reports on the status of the Plan to the Governor.
