During 2003 – 2004, cancer Capacity & Needs Assessments (C/NAs) were developed for each of New Jersey’s 21 counties as a fundamental step in the implementation of the New Jersey Comprehensive Cancer Control Plan (NJ-CCCP). A statewide C/NA was required in the Plan’s Chapter 14 – Implementation (see Section III of the Plan, p. 260). This was conducted, uniquely in New Jersey, at the county level, with County Evaluators (CEs) contracted in each county to conduct the assessments.


Guidelines for County Capacity & Needs Assessments

To ensure that the C/NAs addressed all of the relevant issues (as determined by the Task Force and set forth in the NJ-CCCP) using a methodologically sound approach, Report Guidelines were developed for the County Evaluators by a team headed by Stanley H. Weiss, MD under contract with the NJDHSS Office of Cancer Control and Prevention. These Report Guidelines standardized the collection and use of data as the basis for observations and recommendations, thus establishing statewide consistency across counties while granting latitude for each county C/NA to address its county’s individual characteristics.

The Report Guidelines therefore provide a framework within which to review the individual county C/NAs, which are available below.


County Capacity & Needs Assessments: Individual Report Summaries

C/NA Report Summaries were subsequently prepared by the County Evaluators. Because the full C/NAs are each several hundred pages long, and detailed scientific and technical peer review of these to prepare them for publication would have been prohibitive, only the Report Summaries have been reviewed and prepared for publication. These are available below as well as at the NJDHSS – OCCP web site.
