Emergency Operations Plan (EOP)
UMDNJ, along with its officials, schools, units, departments, offices, and other internal organizations, is developing a comprehensive and effective campus-based Emergency Operations Plan (EOP) to ensure that the University is prepared to meet the challenges of any emergency situation in order to save lives and protect property and the environment.
This plan is being developed to establish policy and for the awareness and prevention of, preparation for, response to, and recovery from the consequences of emergencies and disasters affecting the University and its various assets. The EOP provides decision making guidance, which, when utilized by leadership and applied with good judgment and common sense, combines to create a more effective response to an emergency or crisis.
The UMDNJ EOP addresses the components of the National Incident Management System (NIMS):
- Command and Management
- Preparedness
- Resource Management
- Communications and Information Management
- Supporting Technologies
- Ongoing Management and Maintenance.
The use of NIMS and the Incident Command System (ICS) will enable the University to coordinate effectively with other jurisdictions involved in a response such as local, county, state and federal officials, as well as other public and private sector agencies.
The EOP outlines planning assumptions, concepts of operations and control, incident management actions, and ongoing plan management and maintenance. Emergency Support Function Annexes (ESF), when activated, detail the missions, policies, structures, and responsibilities of UMDNJ agencies for coordinating resources and program support in response to an incident. Finally, Incident Annexes outline procedures to be followed to mitigate the effects of specific situations such as severe thunderstorms, electrical failures, and fires. The Incident Annexes are based upon the results of a Hazard/Vulnerability Analysis (HVA) conducted for each UMDNJ campus. The HVA is reviewed annually unless events or situations dictate that it be done more frequently. When changes in the HVA require, plans and procedures will be updated to reflect the new information.
