A nice-looking and easy to use web site from AARP on all aspects of grandparenting, the best feature is probably the link to "Help for Grandparents Raising Grandchildren". The resources cover finding health insurance, dealing with difficult behavior, legal issues and much more.

Kinship Caregivers and the Child Welfare System: A Factsheet for Families
The National Adoption Information Clearinghouse provides a guide for dealing with the child welfare system. There are links to plenty of other useful resources.

Kinship care services are provided by the New Jersey Department of Human Services, Division of Family Development.
